The meeting began at
Board members in attendance in addition to President Sauro: Bill Benkavitch, Steve Chen, Bob Harrer, Ranee Lan, Mary Lou Licwinko, Carol Parlette, Felix Rodriguez.
Board members who was absent: Morton Beebe, Jonathan Middlebrook, Diana Taylor.
New Board nominee also in attendance: Paul Renne.
1. Welcome from President. When the meeting was called to order, there were eight Board members in attendance.
President Sauro welcomed the attendees. He then presented this year’s Annual Meeting special guest, District 3 Supervisor and Board of Supervisors President, David Chiu.
2. Special Guest: District 3 Supervisor and Board President, David Chiu. President Chiu addressed the membership. He thanked BCNA and Steve Chen for hosting the meeting. He talked about what is going on at City Hall and how it is much more functional with the new Mayor and new Board of Supervisors. There were three items he focused on.
City Budget Deficit: He is optimistic that the negotiations in the next four days will lead to a balanced budget, cutting the existing $300 million deficit.
City Pension & Health Care Costs: He knows it needs to be ‘reigned in’. He has been working with businesses and labor unions; there is a Pension Reform measure on the November ballot. If adopted, it would save $1 billion in the next ten years. The measure would raise the retirement age, change years for calculating a pension, and increase employee contributions to health care.
Supervisor Chiu then took questions from the BCNA membership.
The questions and answers included - the Street Repair Bond ballot measure (he supports), City pension change to 401 (K) (has been discussed; no support to move that way); other ballot measures (reviews and discussions in progress); 8 Washington project (do not support in current state); Sharp Park golf course (an ongoing intense discussion); Coalition lawsuit against City (how can 8 Washington project move forward before suit is settled); 8 Washington DEIR (it is a bit premature, concerned with America’s Cup Race overlapping).
In closing, Supervisor Chiu thanked all the BCNA Board Members. President Sauro thanked him for attending and reminded the attendees that Supervisor Chiu is a Mayoral candidate and has qualified for matching campaign funds from the City ($1 contribution yields $4 from City).
Supervisor Chiu departed and President Sauro continued the Annual Meeting.
3. Approval of Minutes. The minutes of the 2010 Annual Meeting – available on the BCNA website, were approved unanimously.
4. Treasurer’s Report. Carol Parlette presented the Treasurer’s
Report. BCNA currently has $6156.27 on
its Balance Sheet. Budget for this year
is $6,750 in income as well as expense.
She said that most expenses are for the Newsletter. This is why BCNA hopes that members will opt
to receive it by email. Another major
expense is the Director’s and Officers’ Liability insurance. Currently at the halfway point of this
calendar/fiscal year, BCNA has received $2,632 in dues and contributions, and
spent $2,178. The Treasurers Report was approved unanimously.
5. Presidents Report. President Sauro presented a recap of the last 12 months. A brief summary follows.
BCNA. BCNA has more members now since being founded
in 2005, has a diverse board and is becoming more involved with other
neighborhood organizations in

Rezoning the Golden Gateway Tennis & Swim Club. This site should be rezoned to what it should have been; active recreation for the neighborhood.
Children’s Playground.
BCNA is working with the Rincon Hill Neighborhood Association for a much
needed playground near
BCNA Record. Special thanks to June Osterberg for her excellent articles in our newly renamed Newsletter.
Police Department Relations. BCNA supports the tailpipe noise ordinance. Call 311 and report motorcycle noise in the neighborhood.
Mayoral Candidate Forum. BCNA will host a Mayoral candidate forum on
Annual Meeting Host. President Sauro thanked Steve Chen for hosting this meeting at his 5A5 Steak Lounge.
Contribution Thanks. President Sauro thanked by name the BCNA members who gave additional financial contributions beyond the annual membership fee.
6. Board Election – By
Acclamation.
President Sauro addressed the membership about the election of the new Board. There are 11 candidates for the 11 Board positions.
He recognized outgoing Board member Jonathan Middlebrook, and thanked him for his fine efforts during his time as a Board member. Paul Renne is the nominee for this Board position.
He then introduced each candidate.
The Candidates are: Morton Beebe, Bill Benkavitch, Steve Chen, Bob Harrer, Ranee Lan, Mary Lou Licwinko, Carol Parlette, Paul Renne, Felix Rodriguez, Bill Sauro, Diana Taylor.
A motion was raised and
seconded to accept by Acclamation all eleven candidates. The
motion passed unanimously.
7. New Business/Members Forum. There were no additional questions or comments from the attendees.
8. Next Annual Meeting. The next BCNA Annual Meeting is tentatively scheduled for Sunday, June 17, 2012. Meeting location and starting time is to be determined.
President Sauro also stated that there will be an August BCNA social event. Date and location are to be determined. He further stated that these bi-monthly socials have been a great opportunity for members to meet and support local businesses.
9. Adjournment. The meeting adjourned at 5:10 p.m.
